It's intriguing for me to see how the British government sets up new visa routes for overseas students or foreigners. I said so because the visa changes obviously have something to do with the economy of the UK. In the past few years, the post study work (PSW) visa was a very attractive programme to overseas students who wished to work in the UK for 2 years. However, due to the financial crisis, the Post-Study Work visa was closed. I suppose that the closure of PSW might have impacted some universities and local economy. Instead, Graduate Entrepreneur) visa scheme has been launched. What's more, last year, I saw news about International student internship scheme (ISIS). That is, the Home Office has launched ISIS, which provides the chance to work as interns in the UK for one year to postgraduate students who will return to China. I am quite skeptical about how many Chinese students would be really interested in International student internship scheme (ISIS), though. After all, would you rather be an intern after you finished your studies in the UK? What would you benefit from one-year internship? Would you risk missing the chance to have a better outlook on your career? Anyway, from both schemes, it is obvious that the British government has welcomed all entrepreneurs to invest in the UK for mutual interests.
對我而言，英國簽證變更與英國經濟消長以有深遠關係，這一點始終讓我覺得饒富趣味。幾年前英國政府取消畢業生就業簽證(意即: 在英國取得學士以上學位者可申請畢業生就業簽證以留在英國工作兩年)，相信讓很多本來有意赴英留學的人槌心肝。但這也無可奈何啊～~畢竟英國政府也深受金 融風暴之苦，自己國家人民飯碗不保，哪還會顧及外國學生? 這保守的執政黨還表示多數外國畢業生其實都是在做餐館等無需高等技術的工作，更加讓英國政府決定取消畢業生就業簽證種類。不過，英國每年光靠觀光跟外國留學生的納貢(很多外國學生都很氣英國把他們當搖錢樹)，帶動可觀的效益。而且我估計英國政府可能也為了因應移民政策 (英國要是只靠那些青少年不避孕所生的孩子來提高生育率，未來前景恐怕堪憂)，且也為了振興該國經濟，英國政府這一兩年推動的簽證都跟創業有關。我猜大家 都知道英國畢業生創業簽證，這簽證可不是普通人可以申請，如果你沒有5萬英鎊資金，你甭想到英國投資移民。再來，英國政府主要留學生族群有二，中國跟印度。為了吸引中國留學生，英國政府推出了國際學生實習計畫，不過這一種計畫，其實是針對日後有意回到中國就業的人才有資格申請這類計畫，以留在英國尋求實 習一年的機會。很明顯，這只有中國學生的份。但我個人很懷疑有多少中國學生願意畢業後只當一年的實習生。重點是機會成本的問題吧... 不過不管怎樣，這兩種簽證只證明英國政府真的下定決心鼓勵創業加投資移民英國，藉以增加當地就業機會，達到雙贏局面。
Guess what I read a while ago? I saw the news about the Sirius Programme, which offers financial support, visa, coaching and mentoring, help to relocate to the UK etc, to anyone who have graduated from university since 2012 and are graduating. (I'll include a link to more details if you're interested.) That might sound tempting for young people who wish to set up their own companies.
我前一陣子則是讀到英國天狼星計畫(Sirius Programme)。簡單來說，只要你是2012年或之後畢業者，且你有絕妙創業點子，就有機會申請英國天狼星計畫。通過審核者，英國政府將提供食宿、 簽證、創業津貼(好像12,000元英鎊)、創業輔導等多項好處。我覺得世界各國青年如果有創業勇氣，其實是可以爭取看看的。不試，你永遠不知道你可否做到。雖然初次創業者多半會失敗，但這總是一個經驗。至於英國天狼星計畫細節，文末我會附上連結，有興趣的人可以自己了解。
There are a couple of things that strike me. First: how much tax do those entrepreneurs have to pay to the British government? I haven't found the information on it yet. (I have to amit that I haven't tried hard to do the research.) Second: if we did the same way, would Taiwanese people approve of this idea? How does the Taiwanese government make the environment friendlier to attract investors? To be honest, even if we did the same way, I doubt that overseas entrepreneurs would be interested in setting up their headquarters in Taiwan anyway...
只是我個人比較納悶的是: 這些透過英國天狼星計畫在英國創業的人，要繳多少稅呢? 我網路上還沒看到，不過我也沒仔細搜尋啦。另一點，如果台灣學英國，砸錢送外國人來台創業，可否獲得人民支持? 台灣要如何吸引外資來台投資呢? 我想，就算送錢給國外創業家，他們不見得會想來試水溫...
